"new jib cranes on the Blair McKeil vessel. These cranes have been specifically designed for Algoma Steel and have the capability of loading 2 40-ton coils every 90 seconds!" from https://twitter.com/AlgomaSteelInc/status/1770806149798826246
If I understand correct, each crane can rotate & has 2 retractable jibs with hoists. The devices near each tower are C-hooks for coil handling.

They are ship loader cranes designed and built by TMS NL. Installed in 03/2024. No idea how they work, or for which cargos.

Thanks for your reply. First, I thought to some sails equipments or so.
A link about the fitting : https://www.heavyliftnews.com/mckeil-marines-blair-mckeil-being-fitted-with-tms-loader-cranes-at-neptune-repair-yard/
But no explanation about how they work.
